This book discusses the developments in government accounting in Nigeria. It also covers the key institutions and officials involved in government accounting, cash planning and management, sources and allocation of revenue, government special accounts and public accountability among others.
This second edition of the book was written to reflect as much as possible the relevant development in government accounting since the first edition was published in 2015. This is why Chapter 16 was written specifically on Treasury Single Account (TSA) at the Federal Government level in Nigeria. The   removal of three of the mandatory requirements of Cash Basis IPSAS and Government Business Enterprises (GBE) from the literature are part of the key changes effected by   International Public Sector Accounting This is in addition to drawing attention to the emergence of Governor Akinwunmi Ambode-led Lagos State Government as the first government in Nigeria to publish its financial statements on accrual In writing this second edition, attention was   paid on clarity and understandability of the text so that even   professionals without accounting background will find the book very useful in topics like Treasury Single Account, Public Accountability, Government Budgeting (in 5 Chapters), Government Borrowing and Procurements. The Authors Faculty of Business Administration, University of Lagos (2005 - 2009). Educated at King's College, Lagos, he studied Accounting at University of Lagos where he was also the Financial Secretary of University of Lagos Students' Union. He is also an alumnus of Manchester Business School, University of Manchester where he obtained his Ph.D in Budgeting. He was at Texas Southern University, Houston during 2006/2007 academic session on Exchange He served as a part-time Commissioner at the Tax Appeal Tribunal, South Eastern Zone, Enugu between 2010 and 2016. Among his books are Coping with Cost Accounting (1991 & 2013). Theory and Practice of Government Accounting in Nigeria (2011) co-authored with the formal Accountant During his many years of service at Unilag, he contributed to the education of thousands of Nigerians who are leaders in their fields including three of the current State Governors, the first female Chairman of Federal Inland Revenue Service, current Head of Service of the Federation and the Country Senior Partner of one of the top four accounting firms in the world. Prof Omolehinwa is a 2014 recipient of Institute of Chartered Accountants of Nigeria (ICAN) merit award for his contribution to accounting education in Nigeria. repute and a Chartered Arbitrator. He graduated from the University of Lagos where he obtained his first and second degrees in Business and Accounting in 1971 and 1983 respectively. He obtained his doctorate degree in Financial Management from the Business University of Costa Rice (2017). He worked for about 32 years in the Federal Public Service where he became the Executive Chairman of Federal Inland Revenue Service (FIRS) (1992 - 1999), and retired as Accountant   General of the Federation (1999 - 2005).   Along with other professionals, he pioneered J.K. Consulting Company Limited, where he is presently the President and Chief Executive since 2005 to date. He is a fellow of the Institute of Management Consultants, a fellow of the Institute of Chartered Accountants of Nigeria (ICAN), a fellow and Past President of Chartered Institute of Taxation of Nigeria, and a fellow of Chartered Institute of Arbitration.
