This could be caused by two things: either you are testing a power supply that does not have a 2nd 12-volt rail or you have not plugged in a connector carrying the 2nd 12-volt rail. PCI Express 4-pin P4 and 8-pin motherboard connectors should all use the 2nd 12-volt rail. When plugged into the tester the "LL" indication and beeping noise should cease.
