I would give a 5 but for the slight manufacturing defect :One rod was shorter than prescribed length and couldnt fit the frame. Nevertheless, the remaining 3 held well. I'm not sure it can fit more than 2 pairs of adult sized shoes per layer but it fit 3 pairs of toddler's per layer.
